The artist was born in 1959 in Kangal. In 1979, he entered the High Painting Department of the Istanbul State Academy of Fine Arts. He graduated from Devrim Erbil workshop in 1984. Kılıçer brings together sections of life in his paintings with a unique language. He fictionalizes the ordinary people we are familiar with in a changeable and colorful atmosphere as if they were inside a kaleidoscope*
Although the people in the works of the artist are quite static in their own world, their environment is so dynamic. Despite all its charm, the kaleidoscope represents the outside world, whose dynamism changes instantaneously and whose speed we cannot keep up with. The reflection of this expression on the canvas appears as transparent layers, color changes, and moving forms, and surrounds the person in the center of the painting, making him ask questions about his inner world.
*It is a device that shows objects when looking inside. Patterns are formed when the binoculars are moved and the light is reflected at different points.
